FY 2018 Unified Planning Work Program 

The Unified Planning Work Program is the MPO's annual program of projects and budget. It outlines the administrative and transportation planning activities the MPO will undertake in the current fiscal year. The document is divided into work tasks and each task allocates how much planning money will be spent by the MPO on each activity during the fiscal year.

2019-2022 Transportation Improvement Program (TIP)

This document identifies all the regionally significant transportation projects proposed for FY 2019, 2020, 2021, and 2022.

2017-2020 Transportation Improvement Program (TIP)

This document identifies all the regionally significant transportation projects proposed for FY 2017, 2018, 2019, and 2020. The TIP contains highway projects totalling to approximately $10.4 million in pubic transportation projects.

Cameron County Non-Radioactive Hazardous Material Route Plan

The Brownsville and Harlingen-San Benito Metropolitan Planning Organizations (MPOs), in collaboration with regional stakeholders, conducted a hazardous cargo route study in order to develop a set of non-radioactive hazardous materials (NRHM) routes for Cameron County. The objective of the Cameron County Hazardous Cargo Route Study was to select NRHM routes that minimize both the potential for hazardous materials incidents and the consequences for the residents of Cameron County should an incident occur.

Public Participation Plan (PPP) & Limited English Proficieny (LEP) Plan

The Harlingen-San Benito MPO Public Participation Plan establishes guidelines developed to disseminate information to all metropolitan area citizens, groups, agencies, transportation providers, and other interested parties to assure their input in the decision making process of transportation programs, projects, etc. for the Harlingen-San Benito area.

2015-2040 Metropolitan Transportation Plan (MTP)

The MTP is a comprehensive multimodal "blueprint" for transportation systems and services aimed at meeting the mobility needs of the Harlingen-San Benito Metropolitan Area throughout the next twenty five (25) years. Plans, projects, programs, and policies are proposed as transportation recommendations that reflect solutions to improve the over-all quality of life for residents in the Harlingen-San Benito area.

Bicycle and Pedestrian Master Plan

Over the past few months the Harlingen-San Benito MPO has been working closely with HALFF Associates to develop a Bicycle and Pedestrian Master Plan for our MPO area. After many reviews and comments received from the community, the Bike & Ped Task Force, Technical Advisory Committee (TAC), Transportation Policy Committee (TPC), and each of our MPO cities, we have entered the last stage of the development of this Master Plan. This plan identifies gaps in the existing infrastructure within the HSBMPO planning area and creates recommendations for a complete, multi-modal, and user-friendly system of alternative transportation options such as bike lanes, sidewalks, and trails. Following the adoption of this plan, we look forward to helping each city with the implementation of the Bicycle and Pedestrian Master Plan in their area.

Our goal is to connect users to the places they want to go, including neighborhoods, downtowns, work centers, and bus stops. If you have any questions regarding     this plan, please contact our office.
